Watchcat protocol LXIV

Admittedly, Watchcat Headquarters isn't infallible.  Some sector patrol assignments make less sense than others:
September 2004: Watchcats Rosie and Sammy watch a basement wall, for some reason, per Watchcat Headquarters.
